NGATI RANGITIHI TREATY SETTLEMENT MANDATE HUI – OCTOBER 2013.

NgatiRangitihiMaraeTe Mana o Ngati Rangitihi Trust invites all Ngati Rangitihi iwi to attend mandate hui to progress our comprehensive historical claims against the Crown for breaches of the Treaty of Waitangi.

Te Mana was established in 2008 as Post Governance Treaty Entity (PSGE) for the Central North Island Iwi Collective Forestry Settlement. In 2011,Te Mana began engaging with the Crown, seeking a mandate to negotiate a comprehensive settlement of historical claims with the Crown. As part of the Crown process, Te Mana is now formally seeking mandate from Ngati Rangitihi iwi to negotiate on their behalf.

” THAT TE MANA O NAGTI RANGITIHI TRUST IS THE MANDATED ENTITY TO ENTER INTO DIRECT NEGOTIATIONS WITH THE CROWN FOR THE COMPREHENSIVE SETTLEMENT OF ALL NGATI RANGITIHI HISTORICAL TREATY CLAIMS.

” THAT TE MANA O NGATI RANGITIHI TRUST APPOINTED TO APPLY TO THE HIGH COURT AND HOLD AN ORDER OR APPLY TO THE MINISTER FOR TREATY OF WAITANGI NEGOTIATIONS TO ENTER INTO AN AGREEMENT FOR THE RECOGNITION OF A PROTECTED CUSTOMARY RIGHT AND/OR A CUSTOMARY MARINE TITLE OVER NGATI RANGITIHI TAKUTAI MOANA UNDER THE MARINE AND COASTAL AREA (TAKUTAI MOANA) ACT 2011.

VOTING FOR TE MANA AS YOUR REPRESENTATIVE.

* TE MANA WILL NEGOTIATE ALL NGATI RANGITIHI WAI CLAIMS AND DIALOGUE DIRECTLY WITH THE INDIVIDUAL CLAIMANTS ABOUT THEIR CLAIM.

MY THOUGHTS;

THIS IS THE PANUI YOU WILL RECEIVE IN YOUR VOTING PACK IN OCTOBER WHICH WILL ALSO HAVE A POSTAL VOTING FORM FOR YOU TO POST OR SUBMIT AT ANY OF THE MANDATE HUI. AS YOU WILL SEE THE DATES HAVE NOT BEEN ADDED AS YET.

THE POSTAL VOTING IS OPENED AT THE SAME TIME THE MANDATE HUI ARE COMMENCED. THOSE WHO CANNOT ATTEND THE HUI ARE EXPECTED TO VOTE YES OR NO BY WHAT INFO TE MANA OFFERS VIA THEIR WEBSITE.

I WOULD HIGHLY RECOMMEND FOR WHANAU TO REFRAIN FROM VOTING UNTIL YOU HAVE RECEIVED FEEDBACK FROM WHANAUNGA WHO DID ATTEND THE HUI OR TO INDIVIDUALY RESEARCH TE MANA BEFORE YOU MAKE AN INFORMED DECISION.

IF YOU LIVE FAR AWAY IN THE MOTU OR OVERSEAS PLEASE DO NOT RUSH INTO SAYING YES TO THE MANDATE TE MANA SEEK BEFORE YOU CHECK WHAT IMPLICATIONS YOUR DECISION WILL HAVE ON YOUR WHANAUNGA WHO LIVE AT HOME (AHI KAA)

THAT IS ALL WE ASK PLEASE. TE MANA ARE JUST ABOUT TO SERIOUSLY BREACH AN IMPORTANT CLAUSE IN THEIR TRUST DEED, AND EVEN THOUGH ALERTED TO THE FACT WE KNOW THEY HAVE, THIS MANDATE PROCESS IS STILL TO GO AHEAD AS THE CROWN HAS SAID THEY SEE NO ISSUE IN TE MANA’S DEED WHATSOEVER.

TIIPENE MARR (TMONR TRUSTEE) HAS CONFIRMED WITH ME THAT HE HAS TABLED FOR THE REVIEW OF THE TRUST DEED CLAUSE TO BE PART OF THE AGENDA AT TE MANA’S NEXT BOARD MEETING.

  1. Totally agree that a Hui a IWI must be held and soon. For many years Henry Pryor has sought to lord it over the few elders left in Matata of the old families and to constantly undermine Rangitihi and Nga Mahi whanau in an effort to make claims for lands in the area without merit based upon distorted renditions imparted to him via unknowns long dead as to the how and why of specific negative events of recent the past (200) years concerning Ngati Awa his other whanau. Ngati Awa ( Mataatua arrived and were only welcomed here where the reside today due to chiefly whanau links after causing much strife in other parts of the country and being pushed out. Hence how they came to be in the BOP.Let it be known that Henry and Son and others from Ngati awa were endorsed by Micheal Cullen to be the negotiators on behalf of Ngati Rangitihi and Nga Mahi….aka…Tionga Mokonuiarangi,Hone Ngakuku, Te Puhi, Pareraututu/Karora/Hohepa/Te Moke…Hataraka whanau etc. This is the whakapapa line of the royals all the way back to Tane…IO. Let the fun begin and kick these interloping carpetbaggers out. We also need to look at the allocation model the government stipulated be used to ascertain the number of supposed Rangitihi members at that time which was based upon false and outdated data taken from an census some 7 years earlier. This distorted the outcome which was via some mysterious process decides to be made per IWI/Hapu population numbers? How come when it had nothing to do with Tuhoe or Tuwharetoa prior to Tarawera blowing its stack so how come they are allocated a share after the eruption and subsequent establishment of the forestry using money from the timber taken from the remain land from the coast all the way inland. My grandmother told me they were never given one penny of money from all that virgin forest with gigantic trees which were felled and sent offshore. So pray tell me if this is the case and it is then how the heck did Tuhoe and Tuwharetoa etc end up with the major share of the accumulated rentals and land allocations. Micheal Cullen…Tuwharetoa and Wira Gardeners…aka..Ngati Awa work smells when properly scrutinised doesn’t it? Wonder how they will fair under Rapid Climate Change conditions without guidance into the future.

    July 2011 – Crown invites TMoNR to negotiate Comprehensive Claims on behalf of Ngati Rangitihi.

    a) A three week feedback/submission period for Ngati Rangitihi , OTS deadline June 11th, 2013

    b) Ngati Mahi has been renamed Ngati Pikiao o Mahi in the Claimant Hapu Groupings with the assistance of Keri Tawhiao.

    June 2013 – We submit opposition to the TMoNR mandate strategy;

    a) Ngati Rangitihi Claimant Community had not been consulted pre- Mandate Strategy as publicised by TMoNR.

    b) Ngati Rangitihi have received reports of concern of the TMoNR chairman and actions undertaken by him as a Board director on the Psge of Ngati Awa. The reports also implicated him as breaching a serious conflict of interest on this Ngati Awa Board by investing into companies that TMoNR are shareholders in

    June 2013 – (OTS) and Te Puni K?kiri (TPK) have both endorsed the Trusts draft Mandate Strategy and OTS has distributed letters to all affected Ng?ti Rangitihi Wai Claimants

    June 2013 – NO TREATY CLAIMS HUI-A-IWI

    July 16th 2013 – OTS Invitation letter to the 6 NR Submitters – meeting @ Rangitihi Marae, Matata. July 24th 2pm-4pm

    July 22nd 2013 – My reply that I could not attend the meeting due to 8 day notice not being enough notice from OTS .
    I received phone calls and emails from the other NR submitters . Same notice was given to the other submitters which did not allow 2 to apply for the time to take off their employment, one not being able to attend due to living in Oamaru.

    July 2013 – New TMoNR Ceo appointed.

    Aug 25th 2013 – Hui-a-Iwi to welcome new CEO and an update on the Treaty Settlements Claims

    a) Iwi members assured by TMoNR the Mandate Strategy is still a Draft and can be edited.

    b) Andre Paterson (Wai Claimant) is offered to join Te Mana as one Treaty Claims Entity as one Claimant Group.

    Sept 6th 2013 – Ngati Rangitihi submitters receive OTS letters of response, copies of the FINAL TMoNR Mandate Strategy, and Mandating Hui presentation Information advising Mandating Hui will commence in October 2013. These documents were created in August 2013, which contradicts the information given at
    the Aug 25th Hui-a-Iwi.

    Sept 11th 2013 – Sent letter of complaint to the Ministers Chris Finlayson, Pita Sharples and Te Ururoa Flavell asking for intervention in the TMoNR/OTSmandating process.

    a) having misinfomed the Iwi of plans to hold hui-a-iwi for info and feedback re-Mandate Strategy

    b) having misinformed the Iwi that a OTS condition to engage with their ” Claimant Community ” was for only Ngati Rangitihi that had lodged Wai Claims.

    * CLAIMANT COMMUNITY MEANS ” THE IWI/HAPU BEING REPRESENTED BY THE WAI CLAIMANT AND THE TREATY CLAIM HE HAS LODGED.

    c) in regards to the OTS condition that TMoNR define their claimant definition.

    eg: hapu groupings.

    TMoNR consulted with one NR iwi member Keri Tawhio re-hapu groupings.

    1. Keri Tawhio is not a member of the Kahui Kaumatua Commitee who validates whakapapa.

    2. Te Mana has attained the assistance of Keri Tawhio in validating the whakapapa of Ngati Mahi without the Hapu’s consent and have implemented the information received from Keri into the current Mandate Strategy.

    3. Te Mana has also defined a condition on Ngati Mahi whakapapa that their whakapapa must be descended from a particular tipuna called Pikiao. This whakapapa given by Keri Tawhiao should have been consulted if correct and verified by Ngati Mahi elders and whanau. It has caused wide-spread dissent of the whanau who belong to Ngati Mahi and many are rightfully
    angry to say the least as they have people within their Iwi dictating whakapapa that belongs to them.

    4. Ngati Mahi wish to seek advise with their elders due to this unexpected and undeniably serious issue as it could be deemed as an attack on their Mana and could also be seen
    as a deliberate exclusion of Ngati Mahi in all parts of the pre – mandate process.
